I have friends who made an A in the class having received 50s on both midterms. They don't want to incentivize people bombing/skipping the midterms because they think they can ace the final. CS1371 grade replacement is a classic example of an 'open secret' - the professors don't talk about it, and the TAs are told not to, but it happens every single year.
